There is no correct answer, intention only.

How do I get to ___? Practice, practice, practice!

It's NOT perception gap from nationality

About Liancourt Rocks(Takeshima/Dokudo), I've read the history between pre-WW2 and now. Please read "Chronology" of below, because English wikipedia page is not enough.

I think this issue has been coming from "differences in way of making decision based on what" each other, it is NOT from "perception gap". Japan's decision/action depended on the US's decision at that time, these mind might have been trusted completely on Japan. Non-Japanese people would not believe.

When Japan was under the US control, perhaps they would not have expressed an opinion at all. The so-called "Japanese loyalty mind(A bargain is a bargain---In Japanese: Bushi-ni-Ni-gon-Nashi)".

As a Japanese people, it would be felt the island was stolen from South Korea.

I would write back to the point of view from the history.

Surely, Japanese government had been discovered the deserted island in 17th century, and decided it as a national land on early 20th century.

While above, Japanese people had found Korean people on this island in 1692.

The different things from Senkaku/Diaoyutai island issue, there are no-evidence of "the first country to discover as the deserted island" from government probably. Unfortunately it was in Edo-era of Japan(under the national isolation). I think this fact must be the one of discussion point with this issue.

I guess the other discussion point is "the action of Japan and South Korea, of when the US had been controlling Japan".

As you know South Korea had spread out "Syngman Rhee Line" in 1952. About the same time Japan had become silent, because an above reason of Japanese mind. Probably you might think Japanese attitude is absurd, although this is Japanese loyalty and responsibility.

Either way, if it goes on as same as now, this issue will remain between two countries as ever.

I feel it is difficult to say which country is taking a right action. However it is necessary to be understanding behavioral characteristic themselves more. I would like to say for a lot of Japanese, people should find that excessive Japanese loyalty mind would be harmful on multilaterally negotiation.

Additionally I say one more thing at last. Honestly I don't like to make an opinion about international discord in Japanese. Almost Japanese(or Asian?) people speaks just short-sighted opinion, it is not constructive. It is too stressful for me...sigh...
